	An auditor told Congress last week that the Green River Formation in Wyoming, Utah and Colorado contains about as much oil as the &quot;entire world&#39;s proven reserves,&quot; making it the &quot;world&#39;s largest deposits of oil shale.&quot;<br />
	&nbsp;<br />
	The formation is largely &mdash; about 75 percent &mdash; on federal Bureau of Land Management lands in the states, making it possible for the government to extract funding from the shale formation almost as well as the companies that may extract the oil.<br />
	<br />
	Anu Mittal, director of natural resources for the federal General Accounting Office, said the U.S. Geological Survey estimates 3 trillion barrels of oil in the 1,000-foot sedimentary rock formations under the three states. She said about half of the payload should be technically recoverable, &quot;depending on available technology and economic conditions.&quot;<br />
	<br />
	The standard royalty rate for a company to extract oil on federal lands amounts to 12.5 percent, and has been in place since the 1920s, according to Secretary of the Interior Ken Salazar, who said he is studying how to up that royalty in the future.<br />
	<br />
	Assuming static prices of oil and equal distribution of recoverable shale, at about $100 per barrel, extraction of 75 percent of 1.5 trillion barrels of oil would net more than $14 trillion for the federal government, or about $2 trillion shy of the national debt.<br />
	<br />
	And that says nothing of state severance taxes or other windfalls for government. But Mittal also voiced a warning about possible development.<br />
	<br />
	&quot;While large-scale oil-shale development offers socioeconomic opportunities, it also poses certain socioeconomic challenges that also should not be overlooked,&quot; she said. &quot;Oil shale development, like other extractive industries, can bring a sizable influx of workers who, along with their families, put additional stress on local infrastructure. Development from expansion of extractive industries has historically followed a boom-and-bust cycle, making planning for growth difficult for local governments.&quot;<br />
	<br />
	Additionally it can stress local water resources.<br />
	<br />
	&quot;Developing oil shale and providing power for oil shale operations and other activities will require large amounts of water and could have significant impacts on the quality and quantity of surface and groundwater resources,&quot; Mittal said. 	Creating close family memories does more than enhance the good times families share, according to educational consultant Dr. Michelle Borba. It actually increases our kids&rsquo; social skills and development and is a good first step toward helping our children grow into creating happy families of their own.<br />

	Borba, a former teacher who serves on the advisory committee of Parents Magazine, suggests six no-cost and surefire ways to create happy family customs our kids will remember into adulthood:<br />
	<br />
	<strong>&bull; Nighttime rituals &ndash;</strong> Read a bedtime story to the younger kids. As kids get older, convene in the kitchen for a bedtime snack about 9 p.m. and be sure everyone gets a good night hug and kiss before heading off for bed or finishing homework.<br />
	<strong>&bull; Special greetings &ndash;</strong> Develop a few special family rituals for saying, &ldquo;I love you&rdquo; without words; perhaps rubbing noses like Eskimo kisses, or creating a unique family hug.<br />
	<strong>&bull; Birthday memories &ndash;</strong> each family member gets to create his/her favorite birthday dinner menu, cake, or outing, and it then becomes a ritual to enjoy together.<br />
	<strong>&bull; Celebrate successes &ndash;</strong> Create special ways to commemorate each family member&rsquo;s special accomplishments; perhaps a fancy plate at the dinner table or a special flag posted at the front door.<br />
	<strong>&bull; Family game night &ndash;</strong> Dust off the Chutes and Ladders or Monopoly games and designate a couple of hours one night each week for sharing old and newly learned family games. Or make it a Family Movie Night and watch one together, complete with popcorn.<br />
	<strong>&bull; Annual traditions &ndash;</strong> Designate every Father&rsquo;s Day as a fishing or picnic day. Go berry-picking every spring. Volunteer together every first fall Saturday at a local food bank or shelter &ndash; or make a commitment to participate as a family once or twice a year in whatever activity is a family favorite.</p>

This is because the interest rate is typically lower and amortization is half that of the 30-year loan, which means that the total interest paid on the 15-year note, as compared to a 30-year note, is significantly less because of the shorter borrowing period.&nbsp;<br />

	Put another way, a 15-year loan accrues principal much more quickly than a 30-year loan, so you get to own your house in half the time.&nbsp;<br />
	<br />
	However, because you are building equity faster and paying down the loan sooner, a 15-year mortgage requires higher monthly payments.&nbsp;<br />
	<br />
	Get a lender to help you calculate the overall savings of the 15-year loan versus the 30-year mortgage. 	Freddie Mac (OTC: FMCC) recently released the results of its Primary Mortgage Market Survey&reg; (PMMS&reg;), showing average fixed mortgage rates down slightly and hovering just above their record lows as markets waited for the Federal Reserve&#39;s monetary policy announcement. The 30-year fixed-rate mortgage averaged 3.88 percent and has been below 4 percent all but one week in 2012. The 15-year fixed, a popular refinancing choice, averaged 3.12 percent.<br />
	<br />
	The 30-year fixed-rate mortgage (FRM) averaged 3.88 percent with an average 0.7 point for the week ending April 26, 2012, down from last week when it averaged 3.90 percent. Last year at this time, the 30-year FRM averaged 4.78 percent.<br />
	<br />
	Results showed that the 15-year FRM this week averaged 3.12 percent with an average 0.6 point, down from last week when it averaged 3.13 percent. A year ago at this time, the 15-year FRM averaged 3.97 percent.<br />
	<br />
	Additionally, the 5-year Treasury-indexed hybrid adjustable-rate mortgage (ARM) averaged 2.85 percent this week, with an average 0.6 point, up from last week when it averaged 2.78 percent. A year ago, the 5-year ARM averaged 3.51 percent.<br />
	<br />
	The 1-year Treasury-indexed ARM averaged 2.74 percent this week with an average 0.6 point, down from last week when it averaged 2.81 percent. At this time last year, the 1-year ARM averaged 3.15 percent.<br />
	<br />
	&quot;Fixed mortgage rates held near record lows this week as the markets waited for the Federal Reserve&#39;s (Fed) April 25th monetary policy announcement following two days of deliberations,&rdquo; said Frank Nothaft, vice president and chief economist, Freddie Mac.<br />
	<br />
	&ldquo;The Fed stated that it expects economic growth to remain moderate and then pick up gradually. In addition, it noted that labor market conditions have improved in recent months and it anticipates the unemployment rate will decline gradually.<br />
	<br />
	&quot;The housing market has also shown some improvement as well. The Federal Housing Finance Agency&#39;s purchase-only house price index rose at a monthly rate of 0.3 percent in February. Moreover, 12 out of 20 metropolitan areas experienced increases over the month, according to the S&amp;P/Case-Shiller&reg; 20-city indexes, led by a 2.1 percent gain in Phoenix. New home sales in March were stronger than the consensus market forecast and February&#39;s sales were revised upwards to the strongest pace in almost two years. However, the Fed&#39;s statement warned that despite some signs of improvement, the housing sector still remains depressed.&quot;<br />

	<span style="font-size: 10pt"><span style="color: navy"><span style="font-family: arial, sans-serif">As told by <span style="color: navy"><span style="font-family: myriad web pro, sans-serif"><span style="font-size: small"><strong>Randy Bruns, CEO</strong></span></span></span>, Cheyenne&nbsp;LEADS, on Monday, April 9, 2012</span></span></span></p>
<p>
	<span style="font-size: 10pt"><span style="color: navy"><span style="font-family: arial, sans-serif">At a special news conference at 1:30 this afternoon Governor Mead announced that Microsoft has committed to building a data center complex near Cheyenne.&nbsp; The facility will be built on property Cheyenne LEADS offered the company in the North Range Business Park.&nbsp; This is the prospect identified as &ldquo;Project Summit&rdquo; in all of our board discussions.</span></span></span></p>
<p>
	<span style="font-size: 10pt"><span style="color: navy"><span style="font-family: arial, sans-serif">The actual contracts were signed at 10:30 this morning at Microsoft headquarters, including the land purchase agreement between Microsoft and Cheyenne LEADS.&nbsp; The company is acquiring 50 acres in our NRBP plus an option for an additional 34 acres.&nbsp; LEADS will contract to do the initial site preparation, leveling the site, building a couple of access roads and extending sewer, water and fiber optic conduit onto the site.&nbsp; One of the grants approved late last month will be used for that work.</span></span></span></p>
<p>
	<span style="font-size: 10pt"><span style="color: navy"><span style="font-family: arial, sans-serif">The first phases of this project are significant enough and will put Wyoming on the data center map nationwide.&nbsp; But there is a real potential for Microsoft&rsquo;s presence at this site to expand by 5 to 8 times!&nbsp; Expansion of those magnitudes will depend on Wyoming proving to actually be as cost effective as we and the company project.&nbsp; It also will require additional work by the legislature to keep Wyoming competitive for data centers, particularly with regards to sales taxes on electrical power.</span></span></span></p>
<p>
	<span style="font-size: 10pt"><span style="color: navy"><span style="font-family: arial, sans-serif">This project required very high levels of work and support from Governor Mead and his office, from the Wyoming Business Council, and from Black Hills and Cheyenne Light Fuel and Power.&nbsp; This truly has been another outstanding team effort and should continue to serve as a model for how to succeed all across the state.&nbsp; </span></span></span></p>
<p>
	<span style="font-size: 10pt"><span style="color: navy"><span style="font-family: arial, sans-serif">It also validates the wisdom, vision and effort of Cheyenne LEADS boards, past and present.&nbsp; It has not always been the easiest or even the most obviously-wise thing to acquire and develop business parks.&nbsp; Yet, going back 20 or more years, Cheyenne LEADS has put reputation and resources on the line, and has taken calculated risks, to create jobs and capital investment in Laramie County.&nbsp; We have been able to do so because of the support of the public and, in particular, the business community.&nbsp; That support comes in the form of 25 years of membership dues, two major capital fund raising campaigns, ongoing contracts with Laramie County and the City of Cheyenne, and the good will of the ordinary citizen.&nbsp; The current Board of Directors and boards past are to be congratulated for that.&nbsp;&nbsp;</span></span></span></p>

	Springtime is a natural time to clear the clutter out of your home and garage. It may also be the best time to turn clutter into cash, according to entrepreneur and author Skip McGrath, who recently sold a non-working espresso machine for $50 on eBay.<br />
	<br />
	&ldquo;Garage sales are fine for picking up a little extra cash,&rdquo; McGrath says. &ldquo;But there are better ways to get the most from discarded treasures.&rdquo;<br />
	<br />
	McGrath, whose book, &ldquo;Three Ways to eBay Profits,&rdquo; demonstrates how to set up and use an eBay sales account, said browsing the site will give you a good idea of the prices many used goods sell for.<br />
	<br />
	He suggests:<br />
	&bull; Using the Internet to find buyers for particular kinds of used merchandise.<br />
	&bull; Making the rounds of local garage sales to pick up goods cheap that can be resold at much higher prices.<br />
	<br />
	He offers examples of &ldquo;most wanted&rdquo; goods that can be quickly turned into profit:<br />
	&bull; Small kitchen appliances &ndash; Working or not, small appliances &ndash; especially bread, pasta and espresso machines &ndash; can sometimes be re-sold for up to 20 times their value. Check eBay for prices of similar items and be truthful about your item&rsquo;s condition.<br />
	<strong>&bull; Video games</strong> &ndash; These may be sold for up to $30 per game via gazelle.com, which buys directly from consumers. The company also pays up to $1 per used DVD and $5 for Blue-ray discs.<br />
	<strong>&bull; 1950s furniture &ndash;</strong> Interestingly enough, &lsquo;50s era vanities, dressers, desks and dining furniture are in high demand. Check with consignment and re-sale shops before letting them go cheap at a garage sale.<br />
	<strong>&bull; Old holiday sweaters &ndash;</strong> Your old red sweater with the light-up Rudolph nose, or other colorful old holiday sweaters are also in high demand at consignment shops.<br />
	<strong>&bull; Vintage electronics</strong> &ndash; Old stereo or high-fi equipment, especially LP turntables, reel-to-reel tape decks and speaker systems in working condition, are bringing good prices via eBay, Craigslist, and other Internet sites.<br />
	<strong>&bull; Vintage lunchboxes, comics, and more</strong> &ndash; Check yardsellr.com for a good idea how much &lsquo;50s-era lunchboxes may be worth. Most in good condition sell for $20-50. But a 1954 Superman lunchbox in mint condition recently sold at auction for over $11,000.</p>

	Since 1988, the Service Contract Industry Council (SCIC) has been the leading advocate on behalf of consumers and the home service contract industry, making sure that the legal environment for home service contracts (often referred to as home warranties) is consistent from state to state. &quot;Consistency across all 50 states helps to regulate the industry and ensure customer satisfaction and protection,&quot; said Timothy J. Meenan, executive director for the SCIC.<br />
	<br />
	The SCIC offers the following guidelines when purchasing a home service contract for your home this spring.<br />
	<br />
	<strong>What is a home service contract?</strong><br />
	The typical home service contract is a one-year contract that protects a homebuyer or current homeowner against the cost of unexpected repairs or replacement of major systems and appliances that breakdown due to normal usage or defects in materials or workmanship. A home service contract can:<br />
	&nbsp;</p>
<blockquote>
	&bull; lessen the risk of costs and delays if a system, system component or appliance malfunctions during the selling process;<br />
	&bull; help to resolve issues discovered during the home inspection stage;<br />
	&bull; reduce any after-sale liability by a seller;<br />
	&bull; add value and improve marketability of homes; and<br />
	&bull; increase a buyer&#39;s confidence in their home investment.</blockquote>
<p>
	<strong>Who sells home service contracts?</strong><br />
	Real estate professionals, builders and independent providers sell home service contracts. A home service contract can be purchased at any time, including at the time of purchase, and is usually transferable to a new owner, although a small transfer fee may apply.<br />
	<br />
	<strong>What is the difference between a home service contract and homeowner&#39;s insurance?</strong><br />
	&nbsp;</p>
<blockquote>
	&bull; Home service contracts typically cover the major systems in your home in the event of breakdown or malfunction including electrical, plumbing, heating and air conditioning systems, and built-in appliances such as ranges, washers and whirlpool baths.<br />
	&bull; Homeowner&#39;s insurance covers the structure of a home and personal belongings in case of a fire or natural disaster such as hurricanes and lightning, and provides liability coverage in case someone is injured on the property.<br />
	&bull; Home service contracts are optional in real estate transactions.<br />
	&bull; Homeowner&#39;s insurance is almost always required, especially if the buyer has a mortgage.<br />
	&bull; A home service contract is not a substitute for a homeowner&#39;s insurance policy. A home service contract is a beneficial supplement to a homeowner&#39;s insurance policy as homeowner&#39;s policies generally do not cover items for breakdowns or malfunctions due to normal wear and tear or defects in materials or workmanship.</blockquote>

	<strong>Do I need to be buying or selling a home to purchase a home service contract?</strong><br />
	No. A home service contract provides valuable protection for current homeowners when a system or appliance fails.<br />
	<br />
	<strong>Can I transfer my home service contract to the new buyer of my home?</strong><br />
	Most home service contracts are transferable and may offer the option to allow the buyer to change or upgrade the service contract. A low-cost transfer fee may apply.<br />
	<br />
	<strong>Can I customize the home service contract to meet the needs of my home?</strong><br />
	Yes, but fees may apply. You may be able to purchase a home service contract that covers smaller appliances such as ceiling fans and built-in microwaves. Additional fees apply for coverage for private wells and septic systems.<br />
	<br />
	<strong>How are contractors screened?</strong><br />
	SCIC member companies typically put their contractors through a rigorous screening process that includes state license verification, detailed reference verification, and background checks.<br />

	<strong>How do I file a claim?</strong><br />
	Homeowners are given a toll-free number to call. The home service contract company will verify your coverage and dispatch an independent contractor to assess the problem and replace or repair the item as necessary. A service fee, $50 on average, is charged per service visit.<br />
